There are efforts in the 2017 Oregon Legislature to establish a task force on statewide earthquake insurance (SB 109).  State Resilience Officer Mike Harryman submitted this testimony, saying

Recovery from a major earthquake will be even more costly since only 20 percent of homes in Oregon have earthquake insurance and there is not a residential seismic retrofitting program currently in Oregon. This will greatly impact the long-term recovery efforts of communities across the state.

The task force would examine the model used by the California Earthquake Authority (CEA), a nonprofit organization that provides residential earthquake insurance to Californians.
